Terraform is HashiCorp's infrastructure-as-code tool for provisioning and managing cloud and on-premises resources using declarative configuration written in HCL. It targets DevOps and platform teams automating multi-cloud infrastructure. The CLI is free, and HCP Terraform offers a managed control plane with a free tier and usage-based paid plans; teams can also self-host their state backend. Since version 1.6 it has used the source-available Business Source License rather than an OSI-approved open-source license. It is multi-cloud and declarative, and the platform carries SOC 2 and ISO 27001 compliance.
