OpenTofu is an open-source, community-driven fork of Terraform for declarative infrastructure provisioning, created under the Linux Foundation after Terraform's relicensing. It targets teams that want an openly governed infrastructure-as-code tool and is largely drop-in compatible with Terraform configurations. It is licensed under MPL 2.0, making it fully open-source and free, and it is self-hostable. It uses a declarative approach with the HCL language and supports multi-cloud provisioning. As an open-source tool it carries no vendor compliance certifications.
